Abstract
The article analyzes the Russian Federation's regional policy in Siberia and the Far East. Despite the significant potential of this macro-region and its geopolitical significance, Russia lacks a balanced and effective program of Siberia and the Far East development. Insufficient attention of the federal government to the macro-region leads to the development of separatist movement there. To avoid negative developments it is crucial to make adjustments in regional policy in time. The author offers a number of recommendations on improving the regional policy in Siberia and the Far East.

The paper examines the tendencies of using party membership lists as a part of the election system on the municipal level in modern Russia. The research that laid the basis for the article consists in conducting sociological polling in order to find out people's attitude to the election system based on party membership lists. The empirical data collected show that it is not expedient to use the party list approach during municipal election campaigns.

The methodology of frame analysis and political comparative method identifies the characteristics of preparatory technologies of the «color revolutions». The technology of applying political symbols is studied on the example of Russian movements «Defense» and «Justice». The article also considers the influence of Guy Fawkes's mask phenomenon on the Russian protest symbolism and the Pussy Riot scandal.

Abstract
In the article the mechanisms of envy formation are analyzed through a systemic approach to studying the social and psychological attitude to this phenomenon. The mechanisms together with the determinants act as a unit, to exerting a direct impact on envy formation in the social life of the subject. It is shown that a number of jointly operating mechanisms are involved in the formation of envy: the genetically initial mechanism of interiorization; the basic mechanism of social comparison and the mechanisms of categorization and causal error built in it. The component composition of the structure of envy determinants is presented. It is stated that this composition includes the determinants of different types: precondition, universal factors, external (macro - and micro social) and internal conditions.

Abstract
The article studies the phenomenon of future police officers' implicit knowledge. The author gives grounds for this phenomenon to be an integral part of the subject's consciousness and to consist of some interrelated components, such as: beliefs, values and ideas. As a result, personality knowledge is a phenomenon which can be theoretically analyzed and its structural elements can be singled out. Thus, its traditional epistemological speculative character becomes insignificant, so it can be studied. The main value of implicit personality knowledge is its integrity. This fact makes it impossible to form each element separately and partially. The essence and inherent characteristics of implicit knowledge are the basis of their use in the process of professional training of future police officers.

This article is a conversation on the topic of the identity crisis of Russian client-centered psychotherapists which started at the beginning of the 1990s and is going on till now. Besides, some possibilities of crisis overcoming are also mentioned in the article. The article is a critical comprehension of a number of historical events, connected with formation and development of the client-centered psychotherapy and counseling in Russia after C. Rogers's visit to the USSR in 1986 and connected with the 2010 XIth International Forum on person-centered approach in Russia.

It also contributes to self-improvement and creative cooperation which in their turn establish one's effective interpersonal communication. Abstract
Morphofunctional peculiarities of child's organism are determined to a large extent by the adequate supply of blood to the organs. The aim of this work is to explore the status of rheological properties of erythrocytes and platelets from healthy children of primary school age. The work was done on the basis of data of 24 healthy 7 year-olds, 25 - 8 year-olds and 26 children of 9 years of age. It was found that the older is the child, the higher is the number of deformed erythrocytes and platelets in his bloodstream, and the fewer is the number of diskocytes. The revealed dynamics of cytoarchitecture of erythrocytes and platelets causes the increase of their aggregation, providing a certain level of rheological properties of blood and perfusion of internal organs. This level is necessary for the organism's growth and development when there is no risk of micro-trombus formation.

Abstract
In many ways age dynamics of microrheological properties of erythrocytes and hemocoagulation of piglets on vegetable nutrition provide all the necessary liquid properties of blood for this phase of ontogeny. This provides the viscera perfusion required for their growth and development. The animals showed gradual increase of cytoarchitecture and the enhancing of erythrocyte aggregation. The intensification of coagulation factors activity, showed by piglets of this age, leads to the increased coagulation process on both paths of plasma hemostasis. This is accompanied with the increase of animals' functional activity of anticoagulation and fibrinolysis. Microrheological properties of erythrocytes and the manifestation of the high activity of coagulation, fibrinolysis and blood anticoagulation within the phase of vegetable nutrition allows an animal to adapt to the existing conditions of life and prepare for reproduction.

Abstract
Preservation of the forest coniferous component was evaluated at different technological processes of wood cutting areas development. Skidding of bundles of trees with tops with Russian unit-type equipment (ЛП - 19а, ЛП - 18, ЛП - 33) is possible only in drained areas. The stock of wood cutting areas should be ensured with coniferous undergrowth of mainly 1.5 m height gradation. The technological process of two kinds of wood cutting (whip and sorting one) demands to fulfill the coniferous undergrowth preservation requirements and depends only on the quality of wood cutting, but not the technical facilities. At continuous cuttings with preliminary spruce reproduction the undergrowth (trees of the 2nd layer) should be characterized with high vitality. The criteria of vitality are as follows: 10-15 cm height increase within recent period, pyramidal crown with needles, 50-60 year-old undergrowth of 5-6 m height.

Abstract
Three species of chiffchaffs are usual for Moscow Region: Phylloscopus sibilatrix, Phylloscopus trochilus, Phylloscopus collybita, Phylloscopus trochiloides. Our study has shown that the ecological characteristics of the chiffchaffs' nidification have well-marked species-specific differences as well as similarities. The author carried out a comparative analysis of the height of different chiffchaffs' nests location. The article presents the studied distribution of nests in biotopes and identified kinds of underlying substrate preferred by each species of birds for making nests. The author determines the ways of nests' deployment and anchoring on a substrate. Materials used for construction of nests were studied and oviposition chronology for each species of the chiffchaffs was monitored.

Abstract
The phytogenic field definition is examined, its complex structure is defined (in A. Uranov's understanding), its polycomponent structure is mentioned. The author offers to study the manifestation of such field in material, power-producing and informational aspects. Two groups are singled out: one is transformed by a plant, the other is produced by it. The second group has a signal nature, which makes it prior in the informational component of a phytogenic field. This field's component structure is still not defined and will broaden as the development of our knowledge about plants progresses. The author suggests that four zones and five horizons should be singled out to reveal the heterogeneity of a phytogenic field. Such zoning helps abundantly describe ecological and coenotic manifestations of this field.

Abstract
This article analyses the total level of anthocyanin and carotenoid pigments in medicinal plants of 66 species from 31 families from the collection of the Botanical Garden Immanuel Kant Baltic Federal University (Kaliningrad). The results of the study showed some promising species of plants with a maximum content of anthocyanin and carotenoid pigments. These plants can be used as the basis for the creation of innovative functional foods that have high antioxidant activity. Data on the content of anthocyanin and carotenoid pigments may also be used for assessing and monitoring the quality of plant material in its production and cultivation, as well as the selection of medicinal plants.

The article discusses the content of geographic and thematic maps, the possibilities of their use as a source of information in assessing the ecological status of the territory. Special attention is paid to topographical maps. The article describes the methods of using maps, i.e.: the joint study of topographic and thematic maps, calculation of correlation coefficients and combined profiles. The author describes in detail the methods of studying the dynamics of ecosystem elements and suggests methods for determining the degree of terrain variability. The article presents a fragment of the map, made in accordance with the proposed procedure.

The article presents the results of a comprehensive experimental research of the properties of oil-contaminated saline frozen and melting grounds at a wide range of temperatures on the example of kaolinite clay. The authors present and compare the results of a thermal conductivity study, as well as its heat capacity, electrical resistivity, passage velocity of longitudinal waves and metal factor at a wide range of temperatures. The impact of oil pollution and salinity on the studied characteristics and identify the most informative parameter.

The article examines some trends in the evolution of public thought in North American colonies of Great Britain of late 17th - early 18th cc. The development of colonial society caused Americans' growing interest to learning their own history. The author studies the perception of the center of the Empire by political and intellectual elites of Virginia and Massachusetts. Besides, their attempts to save or rearrange relationships with central government are studied through different interpretations of the past in early American historical tracts.

Abstract
The article is dedicated to the problem of perception of a fiction work created in a certain cultural context in different cultural surroundings. Considering the peculiarities of cross-cultural communication in this sphere, the author states that the main historical sources of studying the perception of J.R.R. Tolkien's novel "The Lord of the Rings" by the Soviet and the Post-Soviet readers are its translations into Russian. The detection of the main typological aspects of the translations as historical sources helps to identify the degree of the translator's personality influence on the novel itself, and, consequently, on its perception by other translators and readers.

Abstract
The article presents an attempt to reveal the transformations of ideological concepts of the most large-scale historical anniversaries on the basis of their program (conceptual) texts, such as: greetings, reports, theses, etc. The ideological concepts of the anniversaries which took place in two different key periods in the Soviet history (the post-war Stalinism and Khruschev's "thaw") are compared on the basis of the archival and published data. The author performed it through the analysis of the process of creating and editing the texts. The author comes to the conclusion that the transformations of ideological concepts of historical anniversaries were gradual and were changing in the direction from communist patriotism to class approach and revolutionary internationalism.

Abstract
The present paper deals with one of the most complicated and relatively scarcely studied problem of the so-called “eastern" elements in the text, written in English. These elements reflect the national features that differ considerably from European («Western») cultural tradition. It is mentioned that the notion of the «East» is loose enough, because it includes the regions, that are characterized with distinct peculiarities in many substantial moments. From this point of view the authors analyzed the linguistic means of creating the «eastern colour» in the source text and some possible inaccuracies of their representation in the existing translations.

Abstract
The article analyses the functioning of the lexeme “people" in the aphoristic corpus of the Russian language. It describes the basic conceptual varieties verbalized in aphoristic utterances. It is stated that the concept “people" changes its name and connotative colouring in accordance with the change of the ideological position of the subject of speech. Besides, the Russian intellectuals' assessments of the moral qualities of the Russian people are tinged with a negative axiological asymmetry which can have two explanations: the Russians as no other people are inclined to self-criticism; Russian authors of aphorisms about the Russian people do not consider themselves to be part of the nation.

The stages of creation of a terminological standard are considered in the article. The author describes linguistic features between generic and specific concepts. As a result, the conclusion is made that the definitions given in the Belarusian, Russian and Ukrainian languages differ in logic and conceptual relations between generic and specific concepts. The article deals with the attempt to reveal the inner ties which constitute the semantic, compositional and structural foundation of the poem “Beowulf". With this respect the Functional Semantic Dependence (FSD) is analyzed on its surface and deep levels where it is represented in three main types: initial; basic; final. Each of them being unique in rendering the leading components (idea, author's voice and the degree of psychological influence on the reader or listener), expresses them differently depending on the level of FSD. Applying the plot perspective to the interpretation of the text it was found out that the basic type occupies the leading position in expressing the idea on both levels, while the initial and final types are subordinate to it.

Abstract
During the last half-century linguistic theory of translation developed mainly in the general theory of translation. This seems logical since before considering some particular issues it is necessary to study the general problems - in this case, relating to the general theory of translation. However, after the publication of the last works of Y. Retsker, V. Komissarov, A. Schweitzer, L. Barkhudarov and some other fundamental works on the general theory of translation there an impression that the scientific methods used in the general theory of translation (the comparative analysis of the originals and their translations, combined with logic modeling) have become substantially exhausted. There is a necessity to create new approaches (with the use of technology) to observe and register the key issues of translation. Besides, these new methods will make possible the summarizing of data received while the work of representative groups of translators is being monitored. On this basis of those observations it will be possible to draw conclusions and support the further study of the translation process. Of course, this does not mean that in the study of translation there should be made an interval (till new approaches to the general theory of translation will be developed), as there are some other branches of translation techniques having significant potential for development (they will be mentioned in this article). The article is devoted to thеsе aspects of linguistic translation theory and their relation to the general theory of translation.

In the given article on the material of the Russian and Czech languages the cultural connotative differences of the names of animals in their secondary meanings are studied. The metaphoric nominations of zoonymes are usually marked with some ethnic cultural specificity and may be represented in pictures in textbooks of Russian for foreign students, vividly illustrating this specificity. The author demonstrates the examples of the given metaphoric representations of secondary zoonymic nominations in two Slavic languages.

In article considered the critic's of the magazine "Moskvitianin" F. Studitskii review of the I. Turgenev's poem "Conversation - in terms of unfolded controversy in Russian literature of the 1840s about the "subjective" and "objective" basis of artistic creation. This controversy, affect creative principles of different writers, as a rule associated with the comprehension of M. Lermontov's poetry and prose heritage. Novels created by an outstanding English prose writer A. Huxley in 1920-s made him well-known as a satirist who wrote about the fates of postwar youth professing the "philosophy of senselessness" (B. Russell). However these novels are of great importance for the English literature of the first half of the 20th century not only because of their satire. The structural composition of each of them and peculiar author's strategy present a great deal of interest. In "Antic Hay", the second intellectual novel written by Huxley, such strategy in some way relates to theatric poetics.

Abstract
N.M. Karamzin's epistolary heritage is an insufficiently explored but very important part of his legacy. His eight yearlong (1810-1818) correspondence with Catherine Pavlovna, Tsar Alexander I's sister, can be regarded as a source of information on his political, moral and philosophical views. The letters reflected the change in Karamzin's world outlook: from hopes for a “gentle alliance of feelings and universal welfare" he went to the idea of the incomprehensibility of history laws, to the expectation of awakening from the “life of dream" and revival in a different world. The “Note on Ancient and Modern Russia", created by the Grand Duchess' call, as well as the album made up for her with excerpts from European thinkers' works on the matters of governmental system and public morality, show that the study of Karamzin's letters in terms of addressing should be supplemented by the study of the historical and literary context. The documents being studied give evidence to the internal state of the Russian society in one of the most dramatic moments in its history (1810-1820).

The article deals with the innovative character of depicting the image of «Rose» in expressionist Georg Trakl's poetic works analysed through the context of German literature history. The article gives examples of poems of W. von der Vogelweide, H. Sachs, J. Klaj, A. Gryphius, C. Brentano, A. von Arnim, J. Kerner, J. von Eichendorff, L. Hensel, E. Geibel, C. Müller-Jahnke, K. Henckell, G. Heym, E. Stadler. The author comes to the conclusion that Trakl didn't develop only traditional features of the image of «Rose» (faith, love) through a combination of Christianity with paganism and the creation of new combinations of this image, but also realizes the theme of death, grief and sorrow.

Particles as an auxiliary part of speech are meant to express various shades of meaning of full words or sentences. Lexical and grammatical meanings of particles depend largely on their syntactic usage, their environment (distribution). Grammatical theory of particles divides them into some classes, which have common features and functions: intensifying particles, demonstrative, restrictive, negative, interrogative, etc. The number of classes, as well as the total number of particles, differs much in scientific works. The total number of Russian particles in various scientific sources varies from three-four dozen to two-three hundred. The number of components of the particles in the Russian language is not limited - from one component to three or four, or even more: ну да как же тут и не поверить. The particles are created as the result of desemantisation and grammatisation of full words: for example, где там is negation. Not every multi-component particle is analytical; the degree of analyticity is different in phraseological, complicated, compound, and paired particles.

The article is devoted to the images of a birch and oak which took special place in Russian Literature. They have become constant and versatile metaphors of Russia due to their inherent deep and broad content, and due to the long evolution from mythology to folklore and classics. The author strives for tracing that aesthetic evolution from Pushkin's works to Tolstoy's, through Yesenin's lyrics onwards to the village prose and song poetry of the poets of 1960-s., one can state that they are and will be continuously used as metaphors of Russia in the masculine (an oak) or feminine (a birch) aspect.

The article analyses the space of Kursk reflected in E. Nosov's creative works. His prose, based on facts of his personal life, has autobiographical basis. Therefore, his birthplace takes special place in his works. The space of the house and the space of the city form the writer's space of Kursk in his artistic model of the world. In Nosov's Kursk space it is easy to single out a number of spatial toposes: characters' personal space - house - city. They are not in opposition to each other. The closed space of the house is included in the organic space of the city. The space of the city adds a new attitude to the space of the house and the space of the person. The author managed to examine the phenomenon analyzed from different points of view.

The author found sufficient conditions for the existence and uniqueness of the generalized solutions of the investigated problems in various functional spaces. Having analyzed the data on peat composition, specific physical and chemical conditions on the bottom of swamps and taking into consideration the microorganisms activity the authors propose a hypothesis that peat swamps constantly produce and emit flying gases, such as: methane (marsh gas, biogas), silanes, phosphines, boron hydrides, hydrogen and etc., which cause spontaneous combustion of peat in natural conditions. Comparison of the enthalpy and specific heats of marsh gases combustion, as well as some other kinds of fuel enabled the authors to propose a grounded hypothesis about one of the causes of spontaneous combustion of peat.

While analyzing the problem the authors came to the conclusion that such policy is insufficient. The way out of the global financial crisis lies in overcoming the separation of financial capital from real capital. For this purpose it is necessary to implement a set of measures, the main of them being the change of methods for calculating GDP (only income of the real sector of the economy should be included in GDP, but double counting of income in sectors not having an added value should be excluded). Besides, it is necessary to reform the world exchange system in the direction of eliminating unsecured world currency (the dollar) and ensuring the equivalence of commodity circulation.

Abstract
This article briefly examines the measures of state regulation undertaken by the government while making preparations to Russia's WTO membership. Making assessments of potential consequences and risks of such membership for agriculture the author states that in case Russia would blindly follow all the WTO's requirements the agrarian sector of the economy will be unable to compete effectively with the agriculture of the other WTO members. The author comes to the conclusion that the problem of Russia's agro-industrial complex is to protect domestic agricultural producers' interests in every possible way, taking into account the best practices of the other WTO members.

Abstract
This paper identifies and describes three components of the dynamic comparative analysis of competitive macroeconomic conditions in the market - a mathematical model, mathematical constructs and tools. The architectonics of this market and its terms are burdened with permanent movement. The proposed “sweep efficiency" clearly shows the relative role of this or that country in the world production, defines the time and amplitude of its “exclusion" from the market. It is rather the linguistic definition of competition is filled with analytical, graphical and numerical images. The methodology extends to cases where the collective result of the economic structure agents is additive and limited by the amount of resources. Global oil market is taken as a model object.

This article examines the key issues of law enforcement practice in Russia in respect to the counterfeit products and illegal use of the trademarks. The article analyzes the reasons of why most of the counterfeiters are brought to administrative responsibility with relatively small fines instead of criminal responsibility. As a result this can't be a constraint for their illegal activities.

Abstract
The article examines the concepts and types of tactical tasks in crime investigation. Different approaches of scientists-criminalists to understanding the essence of tactical tasks and their impact on tactical operations are analyzed. The author states that one of the means of solving tactical tasks is the use of tactical operations, which, on the one hand, are determined by the investigating situations and, on the other hand, they themselves determine the list and sequence of investigations, operational search and organizational measures. It is noted that rating a task as a tactical one should be thought over. It is necessary to take into account all the features inherent to this category of tasks and revealing their essence. Some typical tactical tasks in prejudicial proceeding are proposed.

The universal approach to the solution of social and educational problems is considered in the article. On the basis of the analysis and synthesis of psychological and educational literature the author clarifies such concepts as «problem», «solution», «algorithm», «pattern». The author examines the universal algorithm for solving social and pedagogical problems. The author states that it is necessary to train future social workers to use it.
