In this article author regards the crisis of public authorities as condition of actualization of separatism. On basis of analysis of last decades political process, author has proved, that separatism exhibits a tendency to increase in activity when federal authorities are in crisis.

The article is devoted to determination of importance of “president hotlines” and blog in information policy of Russia in 2000-s. Special features of these forms of information cooperation in political process is determined in the article. Communication technologies development considerably influences political process and makes the information cooperation process easier and cheap. Such forms as “president hotlines” and blog are actively using in political process and they attract public attention.

In article the history of use of political symbolics in clothes in connection with revolutions, struggle of political parties and other historical events is considered. The value of the form of clothes as a marker (for example, sans-culottes etc.), colours (for example, red in a revolutionary tradition), and accessories reveals. Changes in use of various kinds of marks of clothes in political strike are traced. An experimental study of the influence of the educational environment of high school, where he studied for future military psychologist, on the formation of his professional competence in the real world activities. The study was conducted on a representative sample of Navy psychologists (n = 52), who studied at 7 universities. The effect of starting dose of nitrogen on the formation of root nodule and symbiotic system, and also on the activity of nitrogen fixation and nitric nutrition of soybean plant was studied. It is supposed that the use of small dose of nitrogen (25 mg N/plant) in the beginning of vegetation period, despite luck of mineral nitrogen in medium, on the beginning of flowering until seed ripening produces favourable conditions for the functioning of symbiotic system, thereby facilitates the normal formation of beans and total nitrogen reserves of plant.

The aim of this work is to study the biochemical organization and response of defense system in digestive gland and gills of marine bivalve Scapharca broughtoni during anoxia/hypoxia and recovery. The results obtained show that anoxia exposure caused decreasing of total antioxidant activity, level of glutathione and intensive increasing of lipid peroxidation product.

The article has supplied the results of the researches, the aim of which is the assessment of an ecological impact of a rocket-cosmic activity in the fall region of separating parts of carrier rocket “Moseevo”, located in the territory of Arkhangelsk region. In the results of the researches we received the data about the pollution of the fall region with toxic components of a rocket propellant (particularly unsymmetrical dimethylhydrazine), indicated the dependence of unsymmetrical dimethylhydrazine (UDMH) content and its derivatives on the depth of a soil, as well as the horizontal propagation of ecotoxicants from the epicentre of the fall region of separating parts of carrier rocket. The researches were conducted using modern highly sensitive methods of analysis, which allow separately to test UDMH and its primary detritus in the process of one analysis on the one hand, on the other hand they allow to reach low detection limits that are characteristic for voltampermetric methods of analysis.

The article is devoted to studying the history of Russian orthography in the early period of its codification. Spelling recommendations of the Russian grammar systems of M.Lomonosov and A.Barsov are consistently compared with norms prevailing in the manuscripts of business content. It is noted that the business cursive writing had still focused on the live speech, had kept a wide variation, while the printed text and grammar reflect the tendency towards uniform spelling of morphemes based on the morphological principle. The authors of the Russian grammar, basing on tradition, tend to consolidate a number of Church Slavonic spellings.

We report the mesomorphic and physic-chemical properties of some liquid crystalline cyanoethyl esters. The influence of the molecular structure of these compounds on their properties is discussed.

Oxide glasses were implanted with Co⁺ ions at nominal fluences (F) ranging from 2´10¹⁵ to 3´10¹⁷ cm^-2 at energy E = 150 keV. The lines of EPR with g ~ 4 were observed at 4.2 K for the samples implanted to F = (2¸8)×10¹⁵ cm^-2 and were attributed to Co²⁺ ions in distorted octahedral or tetrahedral environment depending on substrate. Results of TEM, optical spectroscopy and EPR indicate the formation of Co metallic nanoparticles at F >10¹⁶ cm^-2. FMR line with g ~ 2.2 was observed in temperature region 4.2 ¸77 K and even at 295 K for silicate glass.

Аbstract. In the article the comparative analysis of D. Merezhkovsky and A. Meller’s social views and creative work implemented carried out. It specifies the influence of D. Merezhkovsky on the attitude of the German thinker to F. Dostoevsky’s legacy and the interpretation of his ideas. Features of treatment of the historical and philosophical concept of the Third Precept are considered in D. Merezhkovsky’s and A. Myoller’s utopian projects of the futures.

Quantum-chemical calculation of some perspective complexions dibenzocontaining of β-diketon’s row have been performed through ab initio G3-21 method. Electronic, space, and orbital structure of some dibenzo[b,d]tiophens, 9H-fluorens and 9H-carbazols with two fluorinated β-dicarboxyradicals have been studied. Diketo and keto-enolic forms of the compounds have been compared for proving easy tautomeric transmission of more stable β-diketo forms into keto-enolic station. The relation has been defined between differences of border orbitales energy of keto-enolic forms of all studied β-diketons and wave’s length of absorption of their complexes with Eu (III). Geometry of these molecules has been optimized for measures of energy for demonstration easy toutomeric transmission of more stable β-diketo forms into keto-enolic station.

The SWOT-analysis of enterprise business processes is recommended to be used to range the importance of business process factors within the limits of each element (e.g. strengths).

The article is concerned with the basic Act regulations and its enforcement. Difficulties of the Act application were caused by both objective and subjective reasons. To objective reasons that hindered the act the author refers inconsistency of the law and insufficient interpretation of its concepts and to subjective – manufacturers’ counteraction to the requirements of the Act, low legal culture of workers and not numerous staff of inspection. There is enough evidence to prove that manufacturers consciously violated the law because of its imperfection whereas workers were ignorant and lacked labour discipline. The 3 rd of June 1886 Act formed the legal bases of labour law development, but its further perfection was restrained by tsarist bureaucracy reluctance to regulate employers/ employee relationship on a legal basis.
