Abstract

Aim. The purpose of this article is to assess the impact on the identity of the "Russian Germans" of this community positioning in the German media.

Methodology. The work’s methodology is based on a combination of classical content analysis with elements of comparative and structural analysis. The empirical base of the study was a pool of 232 publications from 6 national media of Germany (Deutsche Welle, Spiegel, Süddeutsche Zeitung, Frankfurter Rundschau, Handelsblat and Bild) for 2021, formed in random sample order.

Results. The author comes to the conclusion that there is a trend towards the stigmatization of "Russian Germans” in the German mass media. The latter are labeled as bearers of values and behaviors labeled as alien to the majority of the population. They are simultaneously trying to position this diaspora as a "fifth column" acting in the interests of Russia within the framework of the European Union and the Russian Federation. At the same time, the distance between the “Russian Germans” and the bulk of the German population is estimated to be smaller than in the case of the Albanian, Turkish, Afghan and Syrian diasporas. "Russians" are less frequently present in media materials as a source of an everyday threat (in the role of criminals or terrorists). Also, they are distinguished from the "Asian" and Albanian diasporas by the presence of a greater similarity with the native population in terms of appearance and behavior patterns. The distance is also shortened by the similarity of "Russian Germans" with the traditional "internal dissidents" – immigrants from the GDR who failed to fully integrate into the new society. Due to this, the German media contribute to the preservation of the separate identity of the "Russian Germans". But the image of the phantom threat from the "Russian Germans" formed by the mass media is not as bright as in the case of other "dangerous diasporas". This prevents the allocation of Germans who came from the former Soviet republics into an independent category in the form of "important others".

Research implications. The results obtained became the basis for the development of practical recommendations for the Russian authorities on building communication with the "Russian Germans” community in Germany. It was emphasized that a dialogue with it should be built within the framework of the implementation of a comprehensive program covering both migrants from the post-Soviet space and people from the former GDR. The stigmatization of “Russian Germans” and immigrants from East Germany in the German media should be widely reported in the Russian-language mass media of Germany and niche communities in social networks. This will help consolidate these groups and turn them into a social base for opposition to anti-Russian forces in the German elites. The negative image of the "Russian Germans" as the "fifth column of Moscow" can be destroyed by a large-scale promotion of depoliticized elements of "soft power", and move all, by products of popular culture.

Abstract

Aim. To reconstruct the basic provisions of the political concept of the Siberian democratic regionalism classics and show the "provincial issue” political narrative in their legacy.

Methodology. The study is mainly based on the tools of hermeneutic methodology. To implement the research ideas, the methods of political and textual analysis and the historical and biographical approach were used.

Results. The author established that the political thought of Siberian intellectuals was dominated by the  concept of the alliance of diverse regions-provinces which formed a single and integral state.

Research implications. The results of the current study can contribute to the development of the diverse spectrum of domestic political thought of pre-revolutionary Russia research, in which the legacy of Siberian regionalists is still fragmentary. At the same time, the study may also have practical significance for the development of doctrinal and conceptual basis for the implementation of modern regional policy in Russia. The results obtained can also be useful in the development and implementation of anti-extremist and anti-separatist policies of the domestic state, because the article, by means of reconstructing the provincialism paradigm in the political thought of the founders of the Siberian regionalists movement, demonstrates that true Siberian regionalists advocated union-state integrity, and separatist ideas were not peculiar to them. This approach makes it possible in practice to clearly separate the political ideology of the regionalists from all sorts of secessionist manifestations, often veiled by the “destructive opposition” under regionalism.

Abstract

Aim. To analyze the election programs of non-parliamentary political parties regarding the frequency and effectiveness of using the image of the future as an electoral technique. Research objectives are to establish whether the use of the image of the future is a common tool in the programs of non-parliamentary political parties in the elections to the State Duma of the VIIIth convocation, as well as to find out how effective the use of the image of the future is in the conditions of the formed state strategy for the medium and long term.

Methodology. The analysis of the programs of the political parties "Yabloko", "Russian Party of Freedom and Justice", "Motherland", "Pensioners Party", "New People" (at the time of the elections it was a non-parliamentary party), "Communist Party “Communists of Russia”", "Green", "Green Alternative", "Civil Platform" as well as the manifesto of the party "Growth", which was used by the party as an election program. The author uses the methods of studying documents, content analysis, and a comparative method. The methodological basis of the work is the source study analysis.

Results. It has been established that the majority of non-parliamentary parties have refused to directly declare the image of the future in their programs, and those parties that include the image of the future in the election program use it as a populist method of attracting the electorate, which is an ineffective tool in the conditions of the formed state strategy.

Research implications of the article include the analysis of the effectiveness of such an electoral device as the image of the future in the election program on the basis of the most relevant program documents, which in practice makes it possible to classify this electoral device as ineffective for non-parliamentary parties.

Abstract

Aim. To analyze the formation and evaluation of measures taken by the PRC government in the field of counteracting Western fake news.

Methodology. The methodological basis of the study is institutional and structural-functional methods. The process of creating a legislative framework to counter Western fake news was assessed according to several criteria: the role of the state in regulating the information space, the working with the population, as well as the applicability of measures to regions that are not part of mainland China, but are included in its zone of interests and security (Hong Kong, Taiwan). The empirical basis of the study was the analysis of political cases of the current century beginning, as well as the recent past.

Results. It has been established that the measures taken by the PRC government can be described as extremely effective within the framework of mainland China. Several factors contributed to the success: the beginning of the creation of a legislative framework that regulates the Internet space at the time of its formation, as well as the ability of the government to work together with large businesses that provide domestic analogues of Western products, which activities cannot be continued on the territory of the country. Despite significant effectiveness, the methods of countering the PRC are one-sided, that is, based solely on the strategy of prohibitions and sanctions. This tactic is not suitable for such regions as Taiwan and Hong Kong. China also suffers from poor representation of its own position in Western sources. Based on the articles of Chinese researchers, it is concluded that in the future the policy of the PRC in the information security field will carry out its systematic external development.

Research implications. The study gives an idea of the process of the PRC forming measures to counter Western fake news. The authors provide an explanation of the success of the Chinese legislative framework regulating the state information space. The problems that the PRC is experiencing in terms of information security are also indicated: isolation on the policy of prohibitions, lack of skills in working with external users. In the context of the information war with the West, the experience of China can also be extremely useful for the Russian Federation which enables us to talk about the possibility to partially implement the similar regulatory measures in our country. In particular, the article provides examples of interaction between the PRC government and representatives of big capital, aimed at strengthening the information security of the country. However, Beijing's experience is very specific, as most of the reforms were carried out during a period of relatively low spread of the Internet, which did not cause public protest. However, some aspects of Chinese policy can be successfully applied in our country as well. The main provisions and conclusions of the article can be used in teaching a number of political disciplines.

Abstract

Aim. To determine the influence of the drug industry on the evolution of criminal organizations on the example of the Latin American region.

Methodology. The study was conducted using system analysis, synthesis, generalization and interpretation of the results.

Results. The mechanism of accelerating the evolution of criminal organizations in the countries of the Latin American region under the influence of the global drug industry is revealed. An explanation is given to the connection between the crisis of the capitalist system and the increase in the drug industry scale. It is proposed to recreate the Federal Drug Control Service in the form of a highly specialized intelligence service with the ability to conduct global anti-drug intelligence and take active measures against drug actors anywhere in the world.

Research implications. The revealed drug industry influence on the evolution of criminal organizations in the Latin American region significantly expands the understanding of the formation, spread, and evolution of criminal organizations. Besides, the uncovered relationship between the capitalist system crisis and the drug industry growth allows a deeper assessment of the relationship between the growth of global criminalization and the fundamental problems of the existing world socio-economic model.

Abstract

Aim. To establish common and diverging points of Karl Schmitt's decisionism and Hans Kelsen's pure theory of law, which manifested themselves during the discussion on the guarantor of constitution.

Methodology. The approach of the Cambridge School of Conceptual History, described in the methodological works of the political thought historian Quentin Skinner, is used as the methodological basis of the study. The key approach is complemented by the use of special methods, which include comparative, formal-legal, and historical-biographical methods.

Results. It is revealed that the discussion about the guarantor of the constitution demonstrates a high degree of antagonism between the political and legal teachings of K. Schmitt and G. Kelsen. These contradictions concern not so much specific political and legal requirements (recognition of the Reich President as the guarantor of the constitution or the establishment of a constitutional court for the same purpose), but theoretical and methodological objectives and interpretations of key concepts on which thinkers base their positions, as well as the argumentative strategies that seem convincing and are used by them to defend their own points of view.

Research implications. The theoretical significance lies in the establishment of the factors underlying the contradictions between the doctrines, as well as the role of discussion in the formation of each of them. At the same time, the acuteness of the disagreements revealed during the polemic problematizes the construction of the state-legal theory as a kind of integral structure. In addition to this, it seems that the propositions put forward have significant heuristic potential and, subject to further refinement, can partially be used to explain the development of the history of political and legal thought.
