Abstract
In the modern period of redivision of the world a number of geopolitical challenges and threats, the presence of which requires a balanced and adequate response, become actual for Russia. New forms and methods of opposition to such dangers are highlighted. In the system of ensuring national security the information component becomes most relevant. The article examines the role of information security in the national security of the state; modern sources of information hazards for the Russian Federation are identified. Main sources of information dangers are classified into: internal and external. The analysis enables to come to the conclusion about the need of ensuring the information security for Russia to secure its vital interests.

Abstract
The article studies the role of rock music in politics on the example of students' protest movement development in the 1960s. The analysis of the relations between the rock performers and the protest movement participants in 1960s clarifies the influence of rock music on the protesting sentiments in the society. The author concludes that, due to the specific character of this kind of music, rock has a really great impact on political protest. This fact explains why modern political technologists actively use rock music as a source of involving greater part of the society into the opposition movement.

Abstract
The article analyzes the problems associated with dismantling of the political regimes in modern countries (of both authoritarian and democratic type) and the role of technology in the process of color revolutions. Problems of dismantling of political regimes and the associated problems of color revolutions in modern conditions become extremely urgent and relevant. This is due not only to the fact that at a closer examination the events in Ukraine duplicate the scenario of the color revolutions in North Africa and the Middle East, known as the “Arab Spring", in particular - the revolution in Egypt, indicating that these events happened not by chance. The reason is that the traditional tools of dismantling, which are familiar to the whole world community, a new generation of instruments has come into being. They are more delicate and combine methods of using force with the technologies of manipulative control of mass consciousness and behavior of the masses of civilians.

Abstract
The basic prerequisites for formation and establishment of the Ombudsman institution in foreign countries are revealed in the article. Besides, the experience of this institution functioning in different countries is examined. In the article the peculiarities of the legal status of the Ombudsman institution are studied. The requirements to the candidates for the position of the Ombudsman are also considered in the article, as well as the common features of the majority of the ombudsmen are explored. The basic models of formation of the Ombudsman institution abroad are analyzed in the article. General directions of the UN Ombudsman's activities are also covered. The peculiarities of the appointment and dismissal of ombudsmen in different countries are revealed. The principle of independence, common to all the ombudsmen, is considered as one of the most important principles for the implementation of ombudsmen's activities. The features of legislative consolidation of the ombudsman institution are also researched.

Abstract
In their paper the researchers came to the conclusion that the Russian prerevolutionary parties were established on the basis of free political orientation and ideological self-determination of population. The reason of that was the autocratic state's unwillingness to create its own political party which could legitimize the government policy. Simultaneously, the authors note that modern domestic parties have transformed from an important element of representative democracy into the mechanism of legitimation of the political elite.

Abstract
N. Moiseyev's study of the noosphere is a kind of a unique phenomenon. It's based on V. Vernadsky's ideas about noosphere (the founder of the study of the biosphere), but N. Moiseyev develops his own theory, widens it to the strategy of global development and takes into account modern realities. The interpretation of the academician's theory through the political science is predominant. N. Moiseyev emphasizes the importance of studying a human being not only as a representative of a biological species, but as stresses the necessity of studying his spiritual world and its links with the goals of social development. It is stated that it is really difficult, if not impossible, to study this phenomenon only through the use of exact and natural sciences. To determine the further development strategy, called Mind Strategy of Noosphere Epoch which will make co-evolution of humanity and nature possible, there should be applied a comprehensive approach where historical and political analysis are inclusive.

Abstract
The article attempts to trace the historical formation of the image of Russia in the eyes of European society. The particularly severe "Russian question" manifested in France in the historically eventful XIX century. The examples of socio-political texts, publicism, historical essays of that period explore public moods and features of the international political situation. The Russian-French relations in the XIX century were quite difficult, with periods of peaceful interaction followed by periods of political tension. The European perception of Russia inevitably depended on these processes. Consolidation in the Europeans' mass consciousness the image of Russia as a «barbaric» country led to the emergence of the phenomenon of Russophobia. The article examines the origins and development of stereotypes and cliches in the way Russia and the Russian people were evaluation. It is stated that they were formed almost two centuries ago, but still exist today.

Abstract
The article is devoted to the study of the practice-oriented problems related to the effect of gender on the patterns of students' interpersonal conflicts. The study gives the frequency distribution of students' social sexes. The most widespread group of students on gender characteristics is an «androgynous» type. This study allows to reveal the ratio of students' social sexes and to show the dependence of the choice of a strategy of behaviour in interpersonal conflicts. For the students, whose social gender is defined as androgynous, all the types of behavior in conflict become typical, meanwhile, the masculine students prefer rivalry, and the feminine ones choose avoidance.

Abstract
In the article the author describes the process of reforming the organization for children-orphans and children left without parental care. This reform allows to organize and implement necessary complex assistance to the subjects of deinstitutionalization in the framework of network interaction, a child with the status of an orphan or left without parental care being considered as a subject of this reform. It is stated that such assistance can be realized in different conditions of upbringing: in the organization itself, in a foster family; within the transition period in a foster family, as well as, in the biological family of a child with which it is necessary to maintain contacts. Teachers working with children and families (educators, social workers, teachers-psychologists) and the guardianship authorities are being trained in Vologda region.

This article is devoted to the nature and structure of psychological competence of officers working in educational structures. The theoretical and methodological approaches to the essence of the structure of psychological competence are analyzed in the article. On the basis of the demands and functions necessary for the professional activity of this category of officers, as well as on the results of the expert survey, the author defines the nature and structure of psychological competence of officers working in educational structures. The article is meant for everybody who takes interest in the problem of competence-based approach implementation in the professional military sphere.

Abstract
The article is devoted to Valeriy Brusov's poetic word creation at the background of the Silver age poetic word creation: the preferable derivational methods, typical models of producing neologisms and the issue of a poet's neologisms originality. Poet-symbolists' typical derivational methods of word creation were used by Brusov. He preferred morphological methods: stem composition, word composition, compound-derived method, affixation, circumfixation, and fusion as a non-morphological method. Brusov's neo-vocabulary includes a lot of words from neo-lexicons of his contemporaries and predecessors. These identical neologisms are represented in groups: doublets (absolutely identical forms and homonyms), paronyms, variants, derived words, etc.

Abstract
The objective of the given article is to define onomastic neological realia and demonstrate close interconnection among such lexical classes as onyms, realia and neologisms. The article considers the meanings of the components constituting the term “onomastic neological realia" and proves the necessity of studying the abovementioned lexical class. After that the definition in question is worked out. The article contains some examples of onomastic neological realia from modern English, French and Russian television discourse. At the end of the article the significance of the constructed definition and corresponding lexical units is confirmed, the conclusion about the role of television discourse in the popularization of onomastic neological realia is drawn.

Abstract
The given article analyzes such cases of interaction of d- and s- structures to which transformational model as a mechanism of switching over from one level to another cannot be applied. Sentences with unclear d-structure are analyzed and systematized. Functioning of speech mechanism and factors influencing it are viewed through the context of a dialogical situation as the most important component of communication. The author states this dialogical situation often excludes the possibility of correcting the thought (in case of a slip of the tongue) which has already been pronounced.

Abstract
The article is devoted to the comparative analysis of evaluative semantic criteria expressed in proverbial units of the English and German languages, the figurative base of which is represented by the zoonymic image "horse". This zoonymic image takes an important place in the figurative system of both languages. The image is ambivalent; it contains both positive and negative evaluative criteria. The purpose of the article is the clarification and systematization of similar features represented in the plane of content of the image 'horse' in English and German proverbs.

Abstract
This article studies historical changes of the original form and meaning of French words at the modern stage of vocabulary development on the basis of Sylvie Brunet's new etymological dictionary. It becomes particularly difficult to perform an etymological analysis when one is trying to clarify semantic links, semantic development and the reconstruction of the primary meaning of a word. These difficulties are determined by the diversity and significance of semantic changes.

Abstract
This article considers general issues of precedency in the aspect of teaching Russian as a foreign language. Linguistic and cultural study, as a new branch of science, allows to take a closer look at the disclosure of the language in culture, pay attention to a person as a subject in the process of communication. Discourse, as a complex communication phenomenon and a separate semiotic system, has its own units. Among such units there are precedent phenomena and precedent names in particular that deserve special attention and analysis in modern linguistics and the process of teaching Russian as a foreign language.

Abstract
The article studies the nominal parts of speech in the grammars of the Russian language created in XVIII-XX centuries. In this regard it is concluded that in the Russian language grammars in XVIII-XIX centuries semantic and grammatical features of nominal parts of speech are specified. Adjectives and numerals as a separate part of speech were singled out later than nouns. In the second half of the twentieth century, when communicative and functional Grammars appeared, functional and pragmatic potential of nominal parts of speech was described. It was disclosed in communicative utterance on the levels of its content and structure.

Abstract
Аbstract. Considering the ways of development in modern agriculture the authors emphasize the lack of theoretical elaboration of problems from the standpoint of modern economic theory, particularly in the economic analysis of a spatial factor, which plays a leading role in agriculture. To do this it is necessary not only to analyze the problems modern cooperative and family farming is facing, but to use the theoretical basis created by scientists who have a deep insight of the problem, due to their study of agriculture in different historical periods. This article discusses the theoretical approach to the typology of economic systems, developed by А. Chayanov, and offers the author's model of multifunctional family and cooperative farming, which can become a basis for sustainable development of the agrarian sector in Russia.

Abstract
The article considers the issue of food security law as a certain legal entity. It is analyzed if food security law meets the criteria of agrarian law subbranch separation. It is grounded that food security law may be identified as a subbranch of agrarian law. It is indicated that food security law has its own object of legal regulation and principles of legal regulation, consolidates several legal institutions of agrarian law and is sufficiently detached in legislation.
