Abstract
This article is devoted to the analysis of the ideological aspects of the US policy in the post-Soviet space. In the context of Washington’s political strategies evolution in the former Soviet space, the main ideological concepts adopted by the US foreign policy are considered. Particular attention is paid to such an ideological stamp as Russia’s desire to “re-create an empire”, which was actively used to justify the steps aimed at opposing Russian policy in the region, including those aimed at torpedoing the expansion of Eurasian integration processes at the expense of Ukraine. The thesis of Russia’s desire to “re-create an empire” was based on the idea of the historically conditioned expansionist nature of our country’s policy. It asserted itself in the American political practice and became widespread in the political-academic community as the Russian-American contradictions worsened in the post-Soviet space. This ideological stamp ignored the rational economic rationales underlying the integration processes, in effect depriving Russia of the right to have and defend its interests in the region, and thus carried a significant conflict potential for the Russian-American relations.

Abstract
In the article the authors analyze the phenomenon of participatory budgeting in the context of global digitalization and networking of political decision-making at all levels of government. For Russia these processes are understood to be twice as important and actual as the regime of sanctions make accumulation and diligent use of internal resources critical for the economy development. As a methodological basis of the study the concept of network political governance was used, as well as the matrix of political opportunities, which provides researchers with a kind of system of coordinates, within which it is possible to answer the question about the causes and dynamics of social movements. The prospect of implementing the projects of civil initiatives is also clarified within it. Special attention is given to the process of institutionalization and participatory budgeting practices implementation. It reflects such components of the structure of political possibilities matrix as: the degree of administrative-bureaucratic system resistance, as well as the level of openness and responsiveness of government. As a result of the analysis, the authors came to the conclusion that the implementation and further development of the participatory budgeting institution can significantly affect the structure of political opportunities in the process of transition to a network model of political governance. It can be defined not only as an effective tool for budget saving and its more detailed distribution, but for depolarization and reduction of social tension. The latter is especially important for the balanced social-economic and political development of large urban centers, as the experience of St. Petersburg clearly shows.

Abstract
The article describes the methodology of empirical research of the state of interethnic relations as the basis of operational political analysis. The authors propose the conceptualization and definition of the concept of “interethnic harmony”. This made it possible to single out a group of factors that are the prerequisites for interethnic accord in the region, which were used as variables during a sociological survey in the Khanty-Mansiysk Autonomous Okrug. The use of cluster analysis made it possible to create a map of the interethnic accord status across the region municipalities.

Abstract
The possibilities of the semantic analysis technique developed in linguistics and used in working with texts for the tasks of psychological study of the professional activities of specialists are substantiated. On the example of the study of risk perceptions in the work of police psychologists and practicing psychologists and teachers of the university, the advantages and limitations of the methodology are shown. The similarity of the structures of perceptions of the risk of professional activity among psychologists has been ascertained: emotional burnout and professional deformation, the use of psychological assistance methods, fear of error, legal liability, proper interaction with the client, relationships with colleagues. Double differences in the levels of professional risk reflection, the banality of risk ideas, and the harmony of the structure of representations (“Zipf’s Law”) are revealed. All indicators are optimal for police psychologists. It is concluded that it is advisable to use the methods of semantic analysis as an express risk diagnosis in professional activities.
