Abstract The article is devoted to the political doctrine of Thomas Spence, English radical of the second half of the XVIII century. In particular, it examines his views on women’s rights. Special attention is paid to the analysis of the pamphlet “Rights of Infants” and the tractate “the Constitution of the Perfect Commonwealth”, as well as of the utopian work “the Constitution of Spensonia”. The article sums up the results of studying Thomas Spence’s social and political views by European researchers. The idea about the key issue of his theory being the claim of women’s equality is substantiated. In conclusion, the article reveals the influence of Thomas Spence’s ideas on the formation of the first wave of the suffrage movement.

Abstract This article describes the place of large infrastructure projects in the system of the state industrial policy. The views on this issue of both the classics of economic and political thought and of contemporary researchers are analyzed. A brief analysis of the world experience in the implementation of large infrastructure projects and their impact on the industrial development is given. It is concluded that the implementation of large infrastructure projects is an important part of the state industrial policy.

Abstract The article is devoted to the study of one of the most pressing problems of the international agenda - countering the organization “Islamic State” (IG), banned in Russia. The article analyzes the actions of the international coalition led by the USA to counteract the IG beginning from 2014 up to the present time and to evaluate the effectiveness of the operation. The main methods used in the study are the collection of facts from various sources and literature in order to establish the objective patterns of development of cooperation between countries in this area, their generalization and analysis. As a result, it was revealed that it is difficult to give an unambiguous assessment to the coalition’s actions. On the one hand, the area of the IG controlled territory in Iraq, the funding sources of the group have decreased, some leaders have been destroyed. On the other hand, the coalition acts in the Syrian direction not so successful.

Abstract The article examines the socio-political aspects of the development of the regional transport infrastructure. Its place and role in the formation of the unified national transport system is defined. The article is aimed at conceptualizing the policy of transport infrastructure development in the regions as a key direction of the state policy. The specification of its theoretical and doctrinal foundations and practical arrangements in relation to the internal and external realities and priorities of modern Russia is also one of the aims of the article. Based on the interdisciplinary methodology and the underlying theoretical and methodological approaches developed in the framework of modern political science, the author shows the dependence of the priorities of the state transport policy on the specific conditions of socio-economic development of the regions and current political situation. The author makes the conclusion about the importance of the following priorities of the state transport policy in modern Russia: transport development and logistics linkages between the regions, the active development of all types of transport, improvement of transport infrastructure.

Abstract The article considers the problem of the formation of the Italian migration legislation in the context of migration processes in Europe in the 1990’s of the XX century. The author analyzed “Martelli’s Law” and “Turko - Napolitano Law”. According to the research results, the author concluded that the Italian migration legislation of the 1990’s was contradictory and the restrictive features were combined with liberal principles that implied full integration of immigrants into Italian society.

Abstract The article analyzes the Strategy of State National Policy and other normative documents of recent years that determine the main directions of interethnic relations development in Russia. Having considered the specifics of interethnic relations in the Russian Federation, the authors assess the prospects for the formation of the Russian civil nation. According to the conclusion of the authors, interethnic contradictions can be removed within the framework of all-Russian patriotism, which is a consolidating factor of society. In the context of the consolidation of society, the article examines the development of political science in Russia, which pays ever more attention to the domestic issues, including ethno-political issues. The statistics on the theses on political sciences defended in Russia are given for the first time.

Abstract The publication deals with modern concepts and models of the relationship between secular and religious power. Based on the system-structural analysis, the elements, mechanisms and tools for implementing public management and state building in Russia were chosen out of the existing theoretical concepts and practical models of interaction between the religious and secular power. The author singled out the unitary concept, the concept of maximum secularization, the concept of inter-sectoral interactions. Besides, the corresponding models of the relationship between secular and spiritual power existing in several modern states were described. It is concluded that it is extremely important to envisage the active development of an inter-sectoral social partnership, the elements and tools of which are aimed at the effective solution of a set of problems of social development.

The article discusses the main directions of searching bases for classifying such objects of public policy as cities and regions with monospecialization. It is important those bases to be adequate to the new realities. The author draws attention to the importance of determining these grounds and circumstances taking into account of the entire complex factors- global, national, and regional (municipal), which in one way or another influence the current state and prospects of cities and regions with monospecialization. From these assumptions, as it is proved in the article, it is necessary to proceed, choosing one or another classification of spatial data entities, and the conceptual model of public policy in relation to the latter. This research, in the author’s opinion, is essential in the policy making of the modern state in relation to single-industry towns, as well as in defining its main directions and priorities. It is noted that the lack of clarity in the classifications of the object of this direction of state policy, which are cities and regions with monospecialization, leads to failures in its implementation.

Abstract The article considers the problem of the effectiveness of Russia’s transition to global educational standards, the integration of the Russian Federation into the world educational space. Particular attention is paid to the higher school reforming - the consequences and prospects for Russia’s accession to the Bologna process. The author analyzed the materials on the advantages and disadvantages of adapting Russian higher education to the new educational models and standards. The text contains modern statistics on the problem of “brain drain”. The author compares student migration from and to Russia. According to the results a conclusion is made about further actualization of the outflow of Russian students abroad. In this way, a complex of strategic and tactical measures is needed to increase the effectiveness of the Russian educational policy. Besides, it is necessary to expand the circle of actors in the development and implementation of this area of state activities.

The article is devoted to the identification and analysis of key factors that determine the Kurdish people’s striving for independence by the example of Iraq. The main focus is on the substantiation of the thesis that the issue of the independence of Iraqi Kurdistan has now come to the fore due to the very logic of radical geopolitical shifts in the region as a result of the aggressive wars caused by the West interference. For a variety of reasons, the Iraqi Kurds proved to be the closest to carrying out their aspirations. After analyzing the pros and cons of the referendum for the independence of Iraqi Kurdistan it was concluded that its implementation is fraught with very serious negative consequences for the geopolitical situation of the entire Middle East region. At the same time, it is shown that in the conditions of those tectonic shifts in the world, characterized by the growth of national self-awareness and the fragmentation of many states, the issue of the Kurds’ striving for independence cannot be taken out of the bracket.

Abstract In the format of the round table, which was organized on November 18, 2017, at the Department of Sociology and Psychology of Politics, Faculty of Political Science, Lomonosov Moscow State University, an expert discussion took place on the topic “Russian society and power on the eve of 2018 presidential elections”. The main discussed issues were the psychological peculiarities of the Russian society in the context of presidential elections (the political demands of the Russians, the perception of the electoral process in the Russian society, political values) as well as the status of the elites on the eve of the 2018 presidential elections. The experts of the round table were sociologists and politologists from Lomonosov Moscow State University, Higher School of Economics, Chelyabinsk State University, Institute of Sociology of the Russian Academy of Sciences, “Public opinion” Fund, Russian Public Opinion Research Center (VCIOM), Center of Political Technology, Institute of Social-economic and Political Research, Center of Socio-political Projects and Communication. Representatives of the Council of Federation of the Federal Assembly of the Russian Federation, of the “Rossiyskaya Gazeta” and of the International News Agency “Rossiya Segodnya” also took part in the discussion.

Abstract The article analyzes the results of the empirical research of the methods of parents’ emotional speech influence on the formation of a senior preschool child as a subject of moral choice. For the analysis of emotional speech influence the author’s questionnaire “Ways of influence of parents on moral development of the preschool child” (O. V. Suvorova, A. A. Shalina) was used. The authors studied the emotional-verbal ways of parental influence on the older preschooler in the process of moral education. It is shown that only about half of parents use positive ways of emotional impact on the moral behavior of their children. The prospects of further exploring the problem are defined. The authors associate them with the development of psychological and pedagogical support programs, as well as with training parents to use positive methods of emotional-speech influence on the moral development of a child.

Abstract The article considers the method of social stories as one of the effective methods applied abroad in the practice of working with children with autism spectrum disorders in order to develop their skills of social interaction, communication, mastering social norms and rules of behavior. It has been revealed that the effectiveness of this method increases with its use in the system with other methods for the development of social interaction and communication skills in children with autism disorders, especially in combination with methods of visual support, such as pictures, signs, symbols, video. The authors note that the validity and reliability of the application of the method of social histories is proved by the experimental data obtained by a number of researchers.

Abstract The article is devoted to the influence of values on the word stock of the Peruvian variant of the Spanish language. The actuality of the chosen topic is stipulated by the fact that axiological-linguistic approach allows to mark out the ethnic valuable notion and to show how it influences and explains the speech of communicants and their choice of verbal means. The authors come to conclusion that the value notions of Peruvians show themselves in the communicative process and determine language behavior of the partners. On the basis of material analyzed, the significance of the traditions and culture value is determined and its determination is shown. The methods of linguistic observation and description were used to solve the task.

Abstract The article investigates the features of the formation of the concept “industry” in Soviet literature. Analyzing the subjects of the construction of large industrial giants, the conquest of nature in Soviet literature, the author defines the characteristics that are used to shape the artistic image of industry. It is concluded that the theme of industry in Soviet literature forms not only the background, but becomes one of the main plot lines. The author notes a change in the image of industry in Soviet literature: from the heroization of the state’s industrial policy to filling it with negative characteristics in late Soviet works (and the denial in village prose). Soviet discourse, first promoting the conceptualization of the image of industry, eventually began to limit its development and did not contribute to filling with additional axiological characteristics.

Abstract Nowadays, in the times of globalization, studying contacts of cultures is becoming more and more actual. Taking into consideration the multinational character of our country, the problem of nations’ relations, their peaceful co-existence and mutual understanding takes one of the central places in the social medium functioning. This article reveals the results of a vast associative experiment carried out in different parts of Russia: Tatarstan and Komi Republic. The contact of Russian and Tatar cultures is studied on the basis of the Russian and the Tatar languages. To define the role of the language in the image of the world the authors studied the linguistic consciousness of the representatives of the Komi nation who don’t know their native language and speak only Russian. To achieve the aim of the research the method of semantic gestalt was used. The analysis showed that it is the language that plays the most important role in the image of the world, but not belonging to a certain nation. Ethnic self-consciousness (i.e. a person understands that he belongs to a certain ethnic community) gives place to the language when the image of the world is concerned. Thus, the use of the common language (Russian) allows to minimize the possible conflicts between the representatives of different nations living on the territory of Russia and this makes the problem acute.

Abstract This article deals with the problem of thanatological discourse on the material of literary and journalistic works of K.P. Pobedonostsev. The book “Eternal memory” by K.P. Pobedonostsev is considered in the context of his historical and philosophical compositions and correspondence with Emperor Alexander III. K. P. Pobedonostev’s descriptions of near-death experiences and death itself in his creative activities are largely determined by his outlook and spiritual experience gained in the tradition of the Church. The research reveals the specificity of the influence, which a certain historical era has, on the formation of the ideas about the human values of everyday life. Besides, the ability of a person with his own system of spiritual and moral coordinates to form a spiritual and life space around him is clarified in the research.
