Aim and Scope

Goal of the E-journal:

Publication of articles of Russian and foreign scientists on the vital problems of social life (politics, psychology, state of the language and language culture), and the results of interdisciplinary theoretical and empiric research in the sphere of politology, psychology and philology.

Tasks of the E-journal:

As a part of the international and Russian scientific-information system the E-journal “Bulletin of Moscow Region State University” participates in solving the following tasks:

  • presentation of the results of scientific-research, scientific-practical, experimental and innovative activity of scientists from Russia, the CIS countries and far abroad in the sphere of political, psychological sciences and philology;
  • propaganda of main achievements in the world and Russian politology, psychology and philology;
  • introduction into the educational process the interdisciplinary knowledge and leading breakthrough in the humanities and social sciences;
  • organization of open polemics contributing to enhancing the quality of scientific research and the efficiency of scientific works expertize;
  • ensuring publicity and openness in reflecting scientific problematics in scientific collectives of departments and scientific-pedagogical divisions of the scientific and educational institutions in Russia and other countries;
  • compliance with the requirements and standards of the international citation index bases, in particular Scopus and Web of Science, etc.

Open Access Policy

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

All incoming manuscripts are peer reviewed following the procedure outlined below. Referees are matched to the paper according to their expertise. The referee’s signature is certified in the manner prescribed at the institution where he/she works. The referee’s report or reasoned refusal of publication is sent to the author and at the request of the Ministry of Education and Science of the Russian Federation. Original reports are kept for 5 years.

The Journal employs double blind peer reviewing in order to maintain the high standards of publication ethics.
The time required for the review process is dependent on the response of the referees and the necessity to ensure the highest possible quality of the article in the Journal. The typical time for the first round of the reviewing process is no more than three weeks.

Editorial decision-making to reject or revise the manuscript, as well as to solve the problems arising from a conflict of interests, is governed by the publication ethics adopted by the Journal.

The manuscript can be rejected prior to reviewing. If the editor finds that the paper does not match the scope of the Journal or does not meet the basic standards or expectations of the Journal, (s)he may return the paper after initial screening without sending it for peer review. A paper could also be rejected at this stage if it is of low scientific quality, contains plagiarisms or has been previously published (in full or in parts) in another journal, etc.

A final decision to reject the manuscript will be sent to the author along with the explanations.

 

Publishing Ethics

The electronic Journal "Bulletin of the Moscow Region State University" in its activities is guided by the principles of publishing ethics, developed on the basis of international standards:

In preparation for the paper, it is recommended familiarize with the brief recommendations for authors developed by the Association of Scientific Editors and Publishers.

1. Author’s ethics

1.1. Authorship

Submission to the Journal is taken by the Journal to mean that the authors thereby confirm the authorship of the submitted materials. The Journal requires all authors of a research paper to sign the letter of submission. Submission of a manuscript and supporting documents to the Journal is taken to mean that all the listed authors have agreed all of the contents, including the author list and the terms of the License contract. The order of the authors and co-authors needs to be approved by every author.

The archive of papers published in the Electronic Journal from 2010 in pdf format is permanently available on the Electronic Journal website (Pages "Archive" and "Sections of the Journal"), as well as on the site of the Scientific Electronic Library http://elibrary.ru/defaultx.asp  and from August 2017 on the platform of the Scientific Electronic Library "CyberLeninka" (https://cyberleninka.ru).

The handling (Chief) Editor has the right to request a statement of responsibility in the manuscript that specifies the contribution of every author in order to discourage guest authorship — the unscrupulous practice of including authors for reasons other than scientific ones (sponsors, heads of research teams, etc.). The authors can express their gratitude to sponsors, etc. in the Acknowledgements section.

False, inaccurate or fraudulent information in the supporting documents provided by the author of the paper is the basis on which editors may reject a manuscript, regardless of the results of the reviewing process.

1.2. Content of the manuscript

The manuscript submitted by the author (authors) to the Journal must meet the following formal requirements: a) the research paper must be written in Russian or English; b) the research paper must conform the manuscript preparation guidelines of the Journal; c) the research paper must fit the scope of the Journal (subject headings) and relevant sections of the Nomenclature of specialties of researchers.

The research paper submitted for publication must contain the statement of the problem, goals and objectives of the study; determine the importance of the problem in the existing international and/or domestic scientific literature; report the results of the author's original research (qualitative or quantitative empirical analysis of primary empirical data, secondary data processing, historical research, analysis of the evolution of scientific views on the chosen topic, etc.); and present conclusions consistent with the objectives and tasks of the study. It is recommended to use the IMRAD structure.

1.3. Borrowing, plagiarism, and duplicate publication

In the manuscript, the author should explicitly specify all external sources of information that are relevant for the paper, by providing the manuscript with a necessary reference list. Should the author of the thesis have printed publications, we do not recommend referring to theses. References to textbooks or handbooks are undesirable unless absolutely necessary.

In preparing a manuscript, it is expedient to take into account legislative restrictions on plagiarism, generally accepted in international practice. Unacceptable is the violation of copyright and related rights, through direct (textual) or indirect (disguised) plagiarism of materials, ideas and research results.

It is necessary to take into account the existence of primary (author) and secondary texts that do not contain their own conclusions; in such cases, references should be made to primary sources.

Any form of plagiarism is unacceptable. The author should avoid duplicate publication or self-plagiarism (when large chunks of text form earlier publications or thesis are cut-and-pasted). If necessary, the author should warn the editorial board of the Journal about all his or her works (as well as all the works of co-authors) that reuse parts of his or her publication submitted to the Journal or published in other journals.

Previously published articles (in whole or in part) and articles submitted to other journals will not be considered for publication in the Journal. The originality of the submitted manuscript should not be below 75%. In some cases (discussion with an opponent, textual and/or contextual analysis of the work, etc.), manuscripts having minor plagiarism can be published. The Journal editors judge any case of which they become aware (either by their own knowledge of and reading about the literature, or when alerted by referees) on its own merits.

1.4. Author’s responsibility

All authors must take public responsibility for the content of their paper: for accuracy of names, quotations, formulas, and numbers as well as for completeness and truth (reliability) of documents available for publication.

If the author finds significant errors or omissions in the published research paper, he or she shall notify the Editorial board in writing as soon as possible and shall make every effort to address this situation together with the Editorial Board.

By submitting a manuscript to the Journal, the author guarantees that the material submitted for publication does not contain any classified scientific and technical information. If necessary, the handling (Chief) Editor of the Journal can ask the author for confirmation that the data provided can be published.

In publishing the results of empirical studies, it is needed to maintain the confidentiality of information (names, conditions of the experiment or any other related information that may point to the participants). Publication of these data is possible either in encrypted form or with the written consent of the participants of the experiment.

The researcher bears personal responsibility for the quality of the research, conclusions and results as well as validity of research methods and techniques, respect for the rights of people involved in the study, objectivity in interpreting the results.

Theoretical studies analyzing literature on the problem should avoid arbitrary interpretation of the ideas of the authors, leading to a distortion of their conclusions, incorrect citations, historical incorrectness, and one-sided critical presentation of the authors’ ideas on any research topic.

The author should avoid personal, critical or discourteous remarks and accusations against other researchers.

In the case of negative results of the research, the author should remember that the publication of these results is possible only in exceptional cases, since in majority cases, these results are interim and do not bear a great scientific value. The decision on publication of such articles is made by the Editorial Board of the Journal based on the information of the handling (Chief) Editor.

The Editorial Board rejects without consideration materials containing calls for the seizure of power, forcible change of the constitutional order and the integrity of the State; aimed at inciting national, class, social, religious intolerance or hatred, war propaganda, pornography, violence and cruelty. Should such materials be submitted for publication, the Editorial Board reserves the right to consult with the State authorities.

The editorial board, in accordance with COPE regulations, reserves the right to retract the published article in case severe breach of publication ethics by the author (authors) is revealed: i.e. the article contains incorrect borrowings, faked-up or concocted data, deliberately false information, or multiple publishing, etc. The inscription “retracted” and the date of retraction will be included into the metadata and the retracted article layout. The information about the fact of retraction is placed on this site. All databases, where the journal is indexed, will be informed about the fact of retraction.

1.5. Communication with the Editorial Board

The fact of submitting a manuscript to the Journal is taken to mean that the author is familiar with the manuscript preparation guidelines, peer-review policy, publication procedure, including editing without changing the scientific content of the author's text, translation and other processing procedures, including indexing, abstracting, personal data processing, reproduction, distribution and cross-referencing in information and other databases. Papers are published for free. Term of publication depends on the editoral portfolio content.

2. Codes of ethics of handling (Chief) Editor

2.1. Responsibility of the handling (Chief) Editor

The handling (Chief) Editor makes every effort to ensure the highest quality of materials published in the Journal and their substantial integrity, as well as to solve the arising problems.

The handling (Chief) Editor guarantees that the materials published in the Journal conform to international standards of scientific and publication ethics.

2.2. Handling (Chief) Editor and Editorial Board

If the Editorial Board is unable to decide whether to publish or not a particular material in the Journal, they should advise the handling (Chief) Editor, who is responsible for the final decision to accept or reject the article.

If the Editorial Board does not share the views of the author of the manuscript to be published, it has the right to do this in a footnote in the Journal.

2.3. Editor and reviewers

The handling (Chief) Editor and reviewer should express their views impartially and objectively on the paper to be published. The Journal employs ‘double blind’ reviewing, in which the referees remain anonymous to the author(s) throughout and following the reviewing process, whilst the identity of the author(s) is likewise unknown to the reviewers.

3. Reviewer’s ethics

3.1. Practice of peer review

The practice of peer review is obligatory and intended to ensure that only good science is published.

The decision to reject the manuscript will be sent by the handling (Chief) Editor on behalf of the Editorial Board to the author with the referees’ recommendations, usually including the latter’s verbatim comments.

Reviewer selection is critical to the publication process, and the Journal bases its choice on many factors, including expertise, reputation, specific recommendations and previous experience of a reviewer's characteristics. Whenever possible, referees are matched to the paper according to their expertise.

3.2. Typeofreview

The electronic Journal carries out double blind peer review. For this type of review, the identity of the reviewer is unknown to the author, and vice versa.

The manuscripts transferred to the Journal are the intellectual property of the authors and refer to information that not to be disclosed. Reviewers are not allowed to make copies of articles for their needs.

The reviewer should write the review objectively and constructively, clearly and reasonably expressing his opinion, giving clear and valid recommendations aimed at raising the scientific level of the manuscript. He/she should refrain from personal criticism of the author, hostile statements, comments about the author's personal qualities; he/she should avoid the assessment of religious, political or other views of the author. If the reviewer does not have sufficient time for peer - review or does not consider himself competent in the problem to which the paper is devoted, he must operatively notify the editorial office and ask to be excluded from the review process.

3.3. The content of reviews

The reviewer executes a review on the form provided by the editorial staff of the Journal together with the text of the paper.

The review covers the issues of the paper’s relevance to the subject and the scientific direction of the Electronic Journal, scientific novelty, relevance to modern achievements of scientific and theoretical thought, validity of the author's conclusions, scientific and / or practical significance of the paper, and other issues.

The reviewer notes the positive aspects and deficiencies of the paper, and gives recommendations to the author on the correction of and addition to the material provided.

The final review should contain substantiated conclusions about the paper in general and a clear, unambiguous recommendation about the expediency (or inexpediency) of its publication or comments allowing the author to make corrections.

Based on the results of the review, the article can be: a) rejected, b) accepted for publication with a request to make corrections, c) accepted for publication without the need for further revision.

3.4. Rejection and revision of articles following the referee’s report

In case, plagiarism, falsification and fabrication of the results of the research paper are found, the article is rejected without the right to its further revision or resubmission.

Armed with a list of suggestions from referees, an author must revise their manuscript and then convince the referees and editor that it is now ready for publication. A revised manuscript or answers to the referee’s report should be sent to the Journal within seven working days. In the absence of a reaction of the author, the publication of the article is postponed to a later date.

The referee’s report and the author's response to the reviewer's comments (if any) are considered at a meeting of the Editorial Board, which is responsible for the final decision to publish or revise the paper. The author will be duly informed of the decision of the Editorial Board.

The article rejected by the Editorial Board may be resubmitted only after substantial improvements of the paper by the author.

3.5. Conflict of interests

Should there be a conflict of interest between the parties involved in the review process due to the joint involvement in the financial, service, research and other activities, the author should explain all possible nuances that affect someone's interests in the covering letter to the handling (Chief) Editor. Personal interests must not take place in the decision regarding the submitted publication.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

“Bulletin of Moscow Region State University" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in “Bulletin of Moscow Region State University", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Bulletin of Moscow Region State University" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
