TOWNS AND REGIONS WITH MONOSPECIALIZATION AS AN OBJECT OF STATE POLICY: IN SEARCH OF BASES FOR CLASSIFICATION

Abstract

The article discusses the main directions of searching bases for classifying such objects of public policy as cities and regions with monospecialization. It is important those bases to be adequate to the new realities. The author draws attention to the importance of determining these grounds and circumstances taking into account of the entire complex factors- global, national, and regional (municipal), which in one way or another influence the current state and prospects of cities and regions with monospecialization. From these assumptions, as it is proved in the article, it is necessary to proceed, choosing one or another classification of spatial data entities, and the conceptual model of public policy in relation to the latter. This research, in the author’s opinion, is essential in the policy making of the modern state in relation to single-industry towns, as well as in defining its main directions and priorities. It is noted that the lack of clarity in the classifications of the object of this direction of state policy, which are cities and regions with monospecialization, leads to failures in its implementation.
