FORMATION OF PRESIDENT B.N. YELTSIN'S POLITICAL POLICY IN THE MESSAGES TO THE FEDERAL ASSEMBLY OF THE RUSSIAN FEDERATION (FOR THE PERIOD 1994-1999) AND THE PROBLEMS OF ITS REALIZATION

Abstract

The article studies the formation and implementation of B.N. Yeltsin's policy, the first President of Russia. This political policy was aggregated in his annual addresses to the Federal Assembly of the Russian Federation in the period of 19941999. The specific character and the main leitmotif of the messages conditioned by the historical period are analyzed; as well as the realization of the political objectives, voiced in the addresses and the problems of realization of the announced course. It is concluded that there were some gaps in that political policy: the lack of planning, feasibility, control over the achievement of strategic objectives. However, there was certain continuity of the main themes and issues raised in President B.N. Yeltsin's addresses when resigning, and V.V. Putin's when assuming office.
