DIGITAL NEOCOLONIALISM: THEORETICAL FOUNDATIONS AND IMPLEMENTATION PRACTICES IN THE GLOBAL TECHNOLOGICAL TRANSFORMATIONS ERA

Abstract

Aim. To identify the conceptual theoretical foundations and practical mechanisms to implement modern neocolonialism in the context of global digital transformations.

Methodology. The work analyzes a body of scientific works devoted to traditional neocolonialism, digital sovereignty and technological dependence, using comparative-historical, systemic and semantic methods of analyzing academic discourses.

Results. Key theoretical approaches to the study of digital neocolonialism (technological determinism, world-system theory, information society and data colonialism) are systematized. Practical mechanisms of digital neocolonialism are identified, including control over digital infrastructure, data and standards, limiting the sovereignty of countries.

Research implications. The results can be contributed to the theory of digital neocolonialism in the modern conditions of technological development and can be used in the development of national strategies for digital sovereignty, legal regulation, training specialists in Russian digital policy, and can also be used by government bodies to ensure the independence of the domestic digital space.
