Цель. Исследование новейшей практики (форм, методов, инструментов и технологий) информационных операций, особенностей их гибридизации, а также новейших форм и методов противодействия. Процедуры и методы. Нарастающая милитаризация информационного пространства ведёт к изменению взглядов на силовые методы изменения геополитического баланса. Это, в свою очередь, ведёт к настоящей технологической революции в сфере ведения информационных, гибридных и торговых войн. Исследование такого рода комплексных сложноорганизованных процессов и схем требует применения методологии системного анализа, вскрытия и алгоритмизации всех «цепочек» информационно-психологического воздействия, применяемых в информационных операциях нового типа. Результаты. В статье подробно раскрываются основные формы, схемы, элементы информационных операций современного типа, ведущих своё начало от «Панамского досье» 2016 г.; на примере публикаций в New York Times (24.05.2019) и Wall Street Journal (03.06.2019) демонстрируется, какими бывают информационные вбросы и для чего они предназначены; на примере конкретных информационных операций («Пражский инцидент» с рицином 2020 г., заявление С. Райс «Российская методичка по организации госпереворотов» 2020 г., «Дело об отравлении Скрипалей» 2018-2020 гг., «Венесуэльский прецедент» и «операция Гедеон» 2019-2020 гг.) раскрывается, как именно информационные вбросы используются в современных тактических (оперативных играх) и стратегических операциях информационной войны; выделяются генеральные линии и основные стратегии ведения информационной войны против России. На примере российской практики проведения информационных контропераций («Дело Кабельо» 2019 г., «Скрипальские чтения» 2019 г., «Поиск русского крота в ЦРУ» 2019 г. (оперативная игра с Р. О’Брайеном) и др.) раскрываются новейшие формы и методы организации противодействия информационным операциям иностранных государств и оперативным играм иностранных разведок. Теоретическая и практическая значимость. Сведения о новейших формах и методах организации и проведения информационных операций могут быть использованы в работе государственных органов, отвечающих за организацию системного противодействия информационной агрессии иностранных государств, а также будут полезны политологам, политтехнологам и специалистам по противодействию деструктивным политическим технологиям.
Aim. Research of the latest practice (forms, methods, tools and technologies) of information operations, the peculiarities of their hybridization, as well as the latest forms and methods of counteraction. Methodology. The growing militarization of the information space is leading to a change in views on the use of force to change the geopolitical balance. This, in turn, is leading to a real technological revolution in the field of information, hybrid and trade wars. The study of this kind of complex, complexly organized processes and schemes requires the application of the methodology of a systematic approach, opening and defining algorithms of all “chains” of information and psychological impact, used in information operations of a new type. Results. The article reveals in detail the main forms, schemes, elements of modern information operations, which originate from the “Panama Papers” of 2016; using the publications in the New York Times (05/24/2019) and the Wall Street Journal (06.03.2019), it is demonstrated exactly what planting disinformation is and what exactly it is intended for; the example of specific information operations (“Prague incident” with ricin in 2020, statement by S. Rice “Russian methodology for organizing coups d’etat” of 2020, “The Skripals poisoning of ” 2018-2020, “The Venezuelan precedent” and “Operation Gedeon” 2019-2020 show exactly how planting disinformation is used in modern tactical (operational games) and strategic operations of information warfare; highlights the general lines and main strategies of waging an information war against Russia. The example of the Russian practice of conducting information counter-actions (“The Cabello Case” 2019, “Skripal Readings” 2019, “Search for a Russian Mole in the CIA” 2019 (an operational game with R. O’Brien), etc.) discloses the latest forms and methods of organizing countering information operations of foreign states and operational games of foreign intelligence services. Research implications. Information about the latest forms and methods of organizing and conducting information operations can be used in the work of state bodies responsible for organizing a systemic response to information attacks by foreign states, and will also be useful to political scientists, political strategists and specialists in countering destructive political technologies.
