щественного сектора в сфере предоставления социальных услуг. Несмотря на то, что
сотрудничество власти и неправительственных организаций в этой сфере постоянно
развивается и совершенствуется, тем не менее их взаимоотношения весьма пара-
доксальны: с одной стороны, представители власти однозначно признают значение
деятельности неправительственных организаций для общества, однако, с другой сто-
роны, они довольно часто вступают в конфронтацию.</p></abstract><trans-abstract xml:lang="en"><p>The article is focused on foreign experience of cooperation between the State and
public sectors in providing social services. Despite the fact that the cooperation between the
Government and non-governmental organizations in this sphere is constantly evolving and
improving, however, their relationship is quite paradoxical: on the one hand, the authorities
clearly recognize the importance of the activities of non-governmental organizations for the
