Цель. Определить потенциал общественно-экспертного участия в деятельности по сохранению культурного наследия, понимаемой как интеграция усилий государства и добровольческих движений.Процедуры и методы. В ходе исследования был проведён политологический анализ правового регулирования, изучены государственные программы, волонтёрские практики (включая движение «Волонтёры культуры», фестиваль «Том Сойер Фест», деятельность ВООПиК) и механизмы публичного мониторинга состояния объектов наследия. Результаты. Установлено, что участие общества в сохранении историко-культурного наследия заключается в привлечении экспертов в процесс принятия государственных решений в данной сфере. Эффективность деятельности по сохранению наследия зависит от развитости институтов соучастия государства и волонтёрских организаций. Сделан вывод, что сохранение историко-культурного наследия является долгосрочной инвестицией в национальную идентичность и нравственное здоровье будущих поколений.Теоретическая и практическая значимость. Предложены рекомендации по развитию интегративного механизма, объединяющего государственные инициативы и добровольческие движения в сфере охраны культурного наследия.
Aim. To determine the potential for public and expert participation in cultural heritage preservation activities, understood as the integration of state and volunteer efforts.Methodology. The study included a political analysis of legal regulation, an examination of state programs, volunteer practices (including the “Volunteers of Culture” movement, the “Tom Sawyer Fest” festival, and the activities of the All-Russian Society for the Protection of Cultural Heritage), and mechanisms for public monitoring of the condition of heritage sites.Results. It was established that public participation in the preservation of historical and cultural heritage involves engaging experts in government decision-making in this area. The effectiveness of heritage preservation activities depends on the development of institutions of participation between the state and volunteer organisations. It is concluded that the preservation of historical and cultural heritage is a long-term investment in national identity and the moral health of future generations.Research implications. Recommendations are proposed for the development of an integrative mechanism uniting state initiatives and volunteer movements in the field of cultural heritage protection.
