Выявить идеологическую природу цифровой децентрализации как системного вызова традиционному государственному суверенитету и определить риски для современного государства в условиях технологической трансформации.</p></sec><sec><title>Процедура и методы</title><p>Процедура и методы. Основное содержание исследования составляет анализ ключевых идеологий цифровой децентрализации (криптоанархизм, киберсиндикализм, шифропанкизм), их технологических оснований и практик реализации. Осуществлён сравнительный анализ программных манифестов криптоанархистов и шифропанков (Т. Мэй, Э. Хьюз), обобщён опыт эволюции децентрализованных движений.</p></sec><sec><title>Результаты</title><p>Результаты. Проведённый анализ показал, что синтез технологий и внесистемных идеологий формирует параллельные системы управления, подрывающие монополию государства на регулирование финансов, информации и права, а также на осуществление власти. Установлено, что угрозы для современного государства включают: эрозию доверия к институтам власти, использование децентрализованных цифровых ресурсов для протестной мобилизации, обход санкций через криптовалюты, а также рост числа регистраций граждан в виртуальных юрисдикциях, не подчиняющихся национальному праву.</p><p>Теоретическая и практическая значимость. Сформулированы предложения по адаптации государственного управления: переход от запрета технологий к диалогу с IT-сообществом и разработке превентивных мер. Введена авторская трактовка цифровой децентрализации как «инженерной автократии», где власть алгоритмов заменяет политико-правовые механизмы. Актуализирована проблематика государственного суверенитета в контексте конкуренции с децентрализованными антисистемами.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Aim</title><p>Aim. To reveal the ideological nature of digital decentralization as a systemic challenge to traditional state sovereignty and to identify risks for modern states amid technological transformation.</p></sec><sec><title>Methodology</title><p>Methodology. The core of the study comprises an analysis of key digital decentralization ideologies (crypto-anarchism, cyber-syndicalism, cypherpunk), their technological foundations, and implementation practices. A comparative analysis of foundational manifestos by crypto-anarchists and cypherpunks (T. May, E. Hughes) was conducted, and the evolution of decentralized movements was synthesized.</p></sec><sec><title>Results</title><p>Results. The analysis demonstrated that the synergy of technologies and extra-systemic ideologies creates parallel governance systems undermining the state’s monopoly on regulating finance, information, law, and the exercise of power. Threats to modern states include: erosion of trust in institutions, use of decentralized digital resources for protest mobilization, sanctions evasion via cryptocurrencies, and increased citizen registrations in virtual jurisdictions operating beyond national law.</p></sec><sec><title>Research implications</title><p>Research implications. Proposals for state adaptation are formulated: shifting from technology bans to dialogue with IT communities and developing preventive measures. The author introduces an original interpretation of digital decentralization as “engineering autocracy”, where algorithmic power replaces political-legal mechanisms.
